Description
Currently, it's trying to include the comments as part of the code block with the declaration and definition, but there are opportunities to better represent the comment content, especially for structured comments such as xml docs.

Research direction
The issue names Copilot Hover but no file, test, or entry point. Start by locating the hover implementation and existing comment-format handling, then compare current output for ordinary and XML documentation comments; done means comments are represented appropriately rather than folded into declaration and definition code blocks.
