Description
The context does not seem to include all keywords and parameters listed in the declaration/definition, and in some cases, it fails to retrieve the definition at all.

Research direction
Start by tracing the Copilot Hover handling for templated method declarations and definitions, then inspect how the context gathers keywords and parameters. Reproduce the incomplete-context and missing-definition cases; done means hover includes all declaration/definition details and retrieves the definition reliably.
