I can debug the application with Visual Studio 2019, using devenv.exe [path/to/program.exe] The error also goes away if I downgrade the C/C++ extension to 1.13.9.

Downgrading the C/C++ extension fixes the problem, so it appears to be an issue with the latest version (1.14.3).

Start by reproducing the launch configuration on Windows 11 ARM with C/C++ extension 1.14.3, then compare the debugger logs and behavior with version 1.13.9. Done means the same cppvsdbg configuration starts the program successfully without error 0x803d0014.
