I can debug the application with Visual Studio 2019, using devenv.exe [path/to/program.exe] The error also goes away if I downgrade the C/C++ extension to 1.13.9.

Downgrading the C/C++ extension fixes the problem, so it appears to be an issue with the latest version (1.14.3).
