Research direction

Reproduce the issue in VSCode.dev with Azure Resources extension v0.6.3-alpha.0 and Static Web Apps extension v0.11.5-alpha.0 by expanding the Production nodes of two static web apps. Start from the resulting error and trace the Production-node expansion path; done means both nodes can be expanded concurrently without an error.
