Description
Related to #696
As a user, I want to be able to use SWA VSCode extension to deploy my Azure Devops projects into Static Web Apps. This projetc will use Azure pipelines as their CI/CD option.
Currently if I have a local project, it by default prompts me to link to a GitHub Repo before I do a deploy. I want to be able to opt for DevOps or Github depending on my preference.

Research direction
Start by reading related issue #696 and tracing the existing local-project deployment flow in the VS Code extension. Identify where the flow prompts users to link a GitHub repository, then define the Azure DevOps/Azure Pipelines alternative. Done means users can choose Azure DevOps or GitHub when deploying a local project to Static Web Apps.
