Description
RG build: vscode-azureresroucegroups-0.4.1-alpha.8.vsix
The tab order (accessibility) for the Azure view panel, including the treeview, is a bit unpredictable. Since it's quite random, you will need to use the tab key and shift-tab to go forward and backward to see the inconsistent behavior. However, I don't believe this is necessary the extension problem. I seemed to observe a similar experience in the file explorer panel in VS Code as well. Not as random or unpredictable, but the issue was also there.

Research direction
No source file or test is named. Start by reproducing the behavior in the Azure view panel and its treeview with Tab and Shift+Tab, then compare it with the VS Code file explorer behavior described. Done means the panel's focus order is consistent in both directions, with any VS Code ownership question clarified.
