Description
OS: Win11 x64
Build Version: 0.12.8-alpha.0
VS Code Insiders Version: 1.137.0-insiders
Repro Steps:
- Create an Azure Project.
- Generate a project plan.
- Open the Project Plan view.
- Click Approve Plan.
- Observe the "Raise the chat request limit for this workspace?" dialog.
Expect:
The approval flow should not show an unrelated modal dialog, or the dialog should clearly communicate that it is optional and does not affect plan approval.
Actual:
A workspace chat request limit dialog appears immediately after clicking Approve Plan, making it seem like part of the approval process.
More Info:
Closing the dialog still approves the plan and scaffolding continues successfully.

Research direction
Reproduce the issue by following the listed Azure Project and Approve Plan steps, then trace the approval flow to where the workspace chat request limit dialog appears. Done means the unrelated dialog is absent, or clearly marked optional without blocking or confusing plan approval, while scaffolding still continues successfully.
