Description
Got this when I clicked the "plan" button from the main entry prompt. It prompted to download the skill files then sat for a bit before showing that error. Subsequent clicks would move focus from the CoR chat to the Copilot chat window.
I see all of the right files in the azure-project-plan directory so the download/install succeeded.
