VS Code Insiders: 1.134.0-insider
Build Version: 0.12.8-alpha.0

Repro Steps:

  1. Create a new Azure Project.
  2. Start the scaffolding workflow.
  3. Wait for Copilot to generate the project and execute scaffold steps.
  4. Observe the progress messages in the Copilot Chat panel.

Expect:
Progress messages and step details are displayed correctly in the Copilot Chat panel.

Actual:
Multiple blank progress cards are rendered in the Copilot Chat panel. No step details are shown, making it difficult to understand the current workflow status or troubleshoot failures.

More Info:

  1. The project files were successfully generated (35 files changed).
  2. The workflow remained in the Project Creation stage while the chat panel showed multiple empty placeholder cards.
  3. The blank cards persisted instead of displaying scaffold progress information.
  4. This may be an intermittent rendering or state synchronization issue.
