[CoR] Deployment does not start after deployment artifacts are successfully validated

Repro Steps:

1. Create an Azure Project.
2. Complete Project Creation and Local Development stages.
3. Generate and approve the deployment plan.
4. Wait for deployment artifacts to be generated and validated.
5. Observe the deployment workflow status.

Expect:
After deployment artifacts are successfully generated and validated, the workflow should automatically proceed to the Azure deployment phase and continue executing deployment steps.

Actual:
The deployment plan reaches the "Validated" state and deployment artifacts are successfully generated, but the workflow does not continue to the Azure deployment phase.

More Info:

1. This issue is intermittent and does not reproduce consistently.
2. After deployment artifacts are successfully generated and validated, the workflow may stop at "Begin Azure deployment phase" and does not automatically proceed to the next deployment step.

Start by reproducing the listed Azure Project workflow on Windows 11 with VS Code Insider, focusing on the transition after artifacts reach "Validated" and the "Begin Azure deployment phase" status. Inspect the deployment workflow status and logs around that transition; done means the workflow reliably proceeds to the Azure deployment phase and continues its deployment steps.
