Description

The request changes button shows a badge with 2 items by default

Image

Those items are the sub and location

Image

The fields are already marked required and clicking to discard all resets them back to the default _TBD --... value

Updating the values brings the badge wth 2 back.

Research direction

Reproduce the deployment plan request changes flow shown in the screenshots, focusing on the button badge, the required subscription and location fields, and the discard-all behavior. Trace the TypeScript UI entry point that manages these fields, then verify that default _TBD values do not count as changes and that the badge reflects only actual changes.
