Research direction

Reproduce the issue in the VS Code Azure view by expanding Subscriptions with an Azure China account, then signing out. Start by tracing the sign-out and subscription-refresh entry points; the work is done when sign-out shows no error and the Azure view clears its subscriptions and resources automatically.
