Repro Steps:
- Sign in with Azure China account.
- Right click one app service or function app -> Execute "Open in Portal" action.
- Check whether succeeds to open the app service or function app in Azure China portal or not.
Expect:
Succeed to open the app service or function app in Azure China portal.
Actual:
Error occurs.

- This issue can be easy to reproduce when executing "Open in Portal" action the first time.
- This issue does not reproduce if executing "Open in Portal" action at the second time.
