Build Version: 20250831.1

Repro Steps:

  1. Sign in with Azure China account.
  2. F1 -> Azure Function: Create Function App in Azure... -> Enter a name and navigate to the next location option.
  3. Check whether there are locations in the list.

Expect:
There are locations in the list.

There is no location in the list.

More Info:

  1. This issue only reproduces when creating a Flex Consumption function app in Azure China account.
  2. No "Flex Consumption" can be selected when creating function app in Azure China portal.
  3. It would be better to add a hint for users if Flex Consumption is not supported in Azure China account.
