Regression: Not a Regression

Repro Steps:

  1. Make sure there is no project opening in VS Code.
  2. Create a container app with "Build from project remotely using Azure Container Registry" selected.
  3. A notification pops up.
  4. Check whether there is a button "Open Project" in the notification.

Expect:
There is a button "Open Project" in the notification.

Actual:
There is no button "Open Project" in the notification.
