Regression: Previous release
Repro Steps:
- F1 -> Azure Container Apps: Restart Revision -> Select a subscription -> Select a resource.
- Check the command list.
Expect:
There is a "+Create new Container App" command in the "Select Container App" list.

Actual:
There is no "+ Create new Container App" command in the "Select Container App" list.
More Info:
This issue also reproduces when executing "Deactivate Revision/Restart Revision" command.
