Regression: Not a Regression

Repro Steps:

  1. F1 -> Azure Container Apps: Create Container App... -> Enter.
  2. Check whether there is a "+ Create a new Container Apps Environment" option in the "Select a resource" list.

Actual:
There is no "+ Create a new Container Apps Environment" option in the in the "Select a resource" list.

Suggestion:
It would be better to add a "+ Create a new Container Apps Environment" option in the "Select a resource" list.
