Description
Is your feature request related to a problem? Please describe.
@sharwell reports that in testing he finds it useful to define a SynchronizationContext implementation that throws when Post is invoked, thereby causing tests to fail if they run any code that tries to switch to the main thread (where he expects them to run free-threaded, I think).
Describe the solution you'd like
Offer such a SynchronizationContext implementation from the vs-threading library (or a dedicated testing library in its own package, perhaps) that folks can use.
Additional context
See @sharwell's comments on #322 for justification.

Research direction
Start by reviewing the justification in issue #322 and the existing Microsoft.VisualStudio.Threading library and testing-package structure. Define where the SynchronizationContext implementation should live, then add tests showing that invoking Post fails as requested and that the package can be consumed by tests.
