The kernel version of KeInitializeSemaphore does not require an OS allocation and doesn't have a cleanup function.

The functionality can be implemented with a spinlock and WaitOnAddress/WakeByAddressAll.

Research direction

Start by locating the kernel implementation and uses of KeInitializeSemaphore. Compare its current handle allocation behavior with the proposed spinlock and WaitOnAddress/WakeByAddressAll approach; done means semaphore initialization no longer requires an OS allocation or cleanup function while preserving the expected wait and wake behavior.
