Description
CMake generates vcxproj files, so if projects need to they can use the generated vcxproj files.
Maintaining both cmake and vcxproj is expensive and redundant.

Research direction
Start by locating the CMake configuration and the existing vcxproj build definitions for usersim and cxplat. Confirm how CMake generates the vcxproj files and identify what is currently maintained separately. Done means the redundant vcxproj build path is no longer maintained while projects can still use CMake-generated vcxproj files.
