Description

### Describe the bug

When generating an emitter or library via `tsp init`, the success message ends with `Run tsp compile . to build the project.` despite `tsp compile` not working on these types of projects.

### Reproduction

1. Run `tsp init`
2. Select `TypeSpec library` or `TypeSpec emitter` as the template
3. Observe `Run tsp compile . to build the project.`
