Licence Header in http-specs

Discussed with Codegen team, and we should have spector tests. Those tests are a little special, since they are for client shape, and it's difficult and should be designed as:

- A simple GET operation, that if called validate the tests
- Clarification on scenarioDoc that combination of Licence flags should be used

While it's "fake" from a RestAPI persepctive, it's still give the opportunity to have people test flags configuration that is designed only for SDK shape.
