Description

### Describe the bug

Try to create a project using ```tsp init``` with emitter http-client-js selected and compile, it will fail because 'dotenv' package not found.

### Reproduction

1. install the @next version compiler
2. ```tsp init``` to create a Generic REST API project with 'http-client-js' emitter
3. ```tsp compile```

Actual: compile failed as shown in the screenshot (Also the no emitter configured message is very confusing)
Expected: compile can pass with code generated properly
