Standalone cli dist should be hosted behind typespec.io

Right now we point to a storage account url. This makes it that changing this url would break users that reversed engineered the script

need to update the storage to point to a url that hides the storage infra(e.g. `dist.typespec.io` with a domain from frontdoor)
