[Bug]: Missing Http Response Types

### Describe the bug

Some response types, like InternalServerErrorResponse do not exist.

Many responses are defined in https://github.com/microsoft/typespec/blob/fef1c39712fab2636eab3b0b91521676a64f304d/packages/http/lib/http.tsp, but not all of them.
