Create a generic configurable linter

One of the key benefits of TypeSpec is that it can integrate governance/best practices directly into the API authoring experience. But external adopters don't want to write all that themselves. We should provide a configurable linter for common style rules (naming conventions, etc) that adopters can quickly pick up.
