Description
See [this example](https://cadlplayground.z22.web.core.windows.net/?c=bW9kZWwgZm9vIHsNCiAgeDogc3RyaW5nO8QOxR06IGJsYWg7DQp9&e=%40typespec%2Fopenapi3&options=%7B%7D), note how the previous line has squiggles in it. This feels quite confusing, ideally we could just squiggle the `model` part?
