Description
One bit of feedback we received from a Cadl Education Meeting is that we should break out the functional implementation of service traits from `Azure.Core` into its own library (perhaps `@cadl-lang/traits`) so that any other Cadl library can build their own traits and trait usage.
The Azure-specific traits defined in `Azure.Core.Traits` would still stay in the original library, however.
