OpenAPI emitter doc should describe how it handles REST library constructs

The current OpenAPI emitter documentation describes reasonably well how the built-in and HTTP library emitters are used in the generation of OpenAPI from Cadl. The documentation should also describe the effect (if any) of REST library decorators like `@autoroute`, `@segment`, `@resource`, `@parentResource`, etc.
