Delay when launching terminal from jump list compared to launching directly

# Steps to reproduce

Open Windows Terminal from jump list with any profile.

# Expected behavior

Windows Terminal starts as quick using jump list as when started without using it.

# Actual behavior

Windows Terminal launches a few seconds longer when using jump list compared to startup without using it.

This issue occurs to me on both my desktop PC and my laptop logged to the same Microsoft account. But I was able to also reproduce it on other, local account on my desktop (I used this account to record the above video).

Start by reproducing startup from a Windows Terminal jump list versus launching it directly, using the listed Windows build and Terminal version. Trace the differing launch paths and measure where the extra seconds occur; done means jump-list launches are no slower than direct launches and the comparison is verified on the reported setup.
