Terminal window resizing when fullscreen and monitor is powered on. (Previous: Alt-Spacebar doesn't bring up little "system" menu)

Task bar is at the TOP of the screen. For reasons unknown Windows occasionally sticks it's children's titlebars UNDERNEATH the taskbar.

# Expected behavior

Alt-Spacebar brings up the little system menu and I chose 'move'.

# Actual behavior

Terminal window gets into a state where system menu doesn't pop up with alt-space. Further, hovering on the task bar and right clicking on it's preview that pops up just below no longer functions.

Start by reproducing the terminal window state with the taskbar at the top, fullscreen mode, and a monitor being powered on; compare the Alt-Space system menu and taskbar preview behavior. Done means the terminal window can be moved through the system menu and its taskbar preview responds normally after the described transition.
