Research direction
Start by reproducing the issue in a WSL 2 bash terminal: type until the cursor hides, then switch workspaces with Ctrl-Win-Left/Right without moving the mouse. Trace the Windows Terminal handling for mouse hiding and workspace changes; done means the cursor reliably reappears after switching workspaces without changing settings or resizing the window.
