Description

This is ported from MSFT: 19672875.

I don't remember why this exists. I filed this on myself and this is the only information I had.

Maybe I left a to-do item behind somewhere in the code referencing this ID?

It has to have to do with conhost, not with Terminal.

Research direction

The issue names no source or test file; begin by searching the conhost code and repository history for MSFT ID 19672875. Establish the intended word-by-word selection behavior from those references, then add comprehensive conhost tests and verify they pass.
