Research direction
Reproduce the issue on Windows Terminal 1.0.1401.0 using wt split-pane and wt -p "Command Prompt" ; split-pane -p "Windows PowerShell", with a background image configured. Trace the split-pane startup and background-image handling; done means both panes display their expected background images in the affected launch paths.
