### Steps to reproduce

Dragging any terminal tab, including from a non-elevated terminal process.

### Expected Behavior

Windows Terminal never crashes or kills all my processes in a non-recoverable failure.

### Actual Behavior

This is an occurrence of #18719, which was incorrectly closed without resolution. It's a long-standing, high-impact but that has been neglected and needs to be resolved before windows terminal can be considered stable.
