Description

### Description of the new feature

Terminal should allow you to right click on one of the shells and run that shell as admin, yet it does not currently, but does allow you to run terminal as admin

This may be a Windows issue with how tasks are populated on the jumplist.

Research direction

The issue does not identify a file, test, or entry point. Start by reproducing the taskbar context-menu behavior for individual shells and compare it with launching Windows Terminal as administrator; trace how taskbar jump-list actions are populated. Done means the shell-specific action is available and launches that shell with administrator privileges.
