Description

### Windows Terminal version

1.23.20211.0

### Windows build number

10.0.26200.7840

### Other Software

I installed Microsoft keyboard layouts Osmanya and ADLaM. In Windows Terminal pressing any key when the Osmanya layout is activated doesn’t output any symbols (verified for CMD, PowerShell and Cygwin Bash profiles). When the ADLaM layout is activated — the glyphs are output but in the wrong direction (Adlam is a right-to-left script, the glyphs in Windowws Terminal are output left-to-right).

Both keyboard layouts work as expected in:
1) mintty;
2) Notepad;
3) Windows Explorer (I can rename any files and directories by inserting strings of characters in Adlam or Osmanya scripts);
4) Firefox (when composing email, for example), or to type strings of characters in either script,

into this bug report, as you can see.

An important point to be aware of: these two keyboard layouts emit characters from the Supplemental Multilingual Plane.

### Steps to reproduce

Install Adlam language (any dialect) and Osmanya language via Windows Settings ‘Add a language’ pull-down menu. Log-out/log-in, open Windows terminal and make Adlam or Osmanya active keyboard layouts.

### Expected Behavior

_No response_

### Actual Behavior

Described above.

Research direction

Start by reproducing the issue in Windows Terminal with the Microsoft Adlam and Osmanya keyboard layouts, then compare the behavior with CMD, PowerShell, Cygwin Bash, mintty, Notepad, Windows Explorer, and Firefox as described. The work is complete when both scripts produce their characters in Windows Terminal and Adlam text is displayed right-to-left, including characters from the Supplemental Multilingual Plane.
