### Steps to reproduce

1. Make sure the Quake window is the only WT window open.
1. Start WT with the parameter to use the most recently used window: `wt --window 0`.
1. Observe that the Quake window is activated.

### Expected Behavior

A new WT window is created.

### Actual Behavior

Quake WT window is activated.
