### Steps to reproduce

1. Make sure the Quake window is the only WT window open.
1. Start WT with the parameter to use the most recently used window: `wt --window 0`.
1. Observe that the Quake window is activated.

### Expected Behavior

A new WT window is created.

### Actual Behavior

Quake WT window is activated.

Reproduce the issue with only the Quake window open by running `wt --window 0` on the reported Windows Terminal and Windows builds. Trace the handling of the Quake window and the most-recently-used window parameter; done means the command creates a new WT window instead of activating Quake.
