Terminal window abends when elevated

### Steps to reproduce

1. Start Terminal as an admin user
2. Open a Command Prompt tab
3. Open another PowerShell tab
4. Attempt to drag the new PowerShell tab so that it sits to the left of the Command Prompt tab
5. The Terminal window closes
6. Does not occur on a non-elevated Terminal window

### Expected Behavior

The PowerShell tab goes the left of the Command Prompt tab and you can continue to work

### Actual Behavior

Terminal window closes unexpectedly.

Start by reproducing the issue in an elevated Windows Terminal window using the reported Command Prompt and PowerShell tabs, then inspect the tab-drag and reordering entry points. Done means dragging the PowerShell tab left of the Command Prompt tab no longer closes the window and the tabs are reordered correctly.
