Research direction

Reproduce the issue in Windows Terminal 1.22.10731.0 with Bell Notification disabled, then run the reported PowerShell or Bash bell commands. Trace the bell-notification handling from that behavior and verify that no bell sound is produced when all options are unchecked, while enabled options still behave as expected.
