Notes: Is within corporate environment running elevated through PAM tool

### Steps to reproduce

- Open Terminal (or Terminal Preview)
- Open multiple tabs.
- Click on any of the tabs and attempt to drag to move/reorder*:
* occurs when clicking holding, and starting to move tab in any direction - before getting a chance to drop.

### Expected Behavior

Be able to reorder the tabs or drag tab out into new window

### Actual Behavior

Terminal crashes without warning

Start by reproducing the crash in Windows Terminal 1.22.10731.0 or Terminal Preview 1.23.10732.0 using multiple tabs, then narrow the failure to dragging a tab to reorder it or detach it. Done means tab dragging no longer crashes and tabs can be reordered or moved into a new window; verify the behavior on the reported Windows build.
