Research direction
Reproduce the issue in Windows Terminal Preview with the Windows 11 High Contrast Desert theme, multiple tabs, and the mouse over a tab's Close button. Trace the tab Close button's hover rendering and verify that the button remains clearly visible in that theme when the fix is complete.
