Research direction

No files or tests are named. Start by reproducing the issue on Windows Terminal 1.19.11213.0 with Windows 10.0.22631.0, then trace the Always on top setting and window-state handling. Done means the terminal remains above other windows during continued use without disabling and re-enabling the setting.
