Description

# Description of the new feature/enhancement

I prefer being able to see all the tabs I have opened at a glance, rather than just a few displayed while the rest are hidden.

In VSCode, there is support for multiline tabs, and I expect the terminal to have a similar feature, but I haven't been able to find it.

Research direction

Start by locating the terminal's existing tab UI and settings handling; the issue does not name files, tests, or entry points. Review how tabs are currently laid out and how display options are configured. Done means tabs can be displayed across multiple lines, with an optional setting and behavior matching the requested visibility.
