### Steps to reproduce

1. Open WT
2. Kill explorer.exe (`taskkill -f -im explorer.exe`)
3. Minimize the window
4. Try interacting with the maximize, restore and close buttons

### Expected Behavior

The buttons work. The window is draggable, as with other apps.

### Actual Behavior

The buttons don't work. The window isn't draggable.
The window *is* restorable by Alt+Tab or enabling quake mode, for instance, though, as expected.

Reproduce on Windows Terminal 1.18.3181.0 and Windows 10.0.22631.3085 by terminating explorer.exe, minimizing the window, and testing its controls. Trace the minimized-window behavior after Explorer is killed; done means maximize, restore, and close work and the window can be dragged normally.
