Research direction

No source file, test, or entry point is identified in the issue. First reproduce the behavior on Windows Terminal 1.19.2682.0 with the slowest system cursor blink rate, a block cursor, and a PowerShell prompt; done means the block cursor remains non-blinking while typing, matching the expected behavior.
