Research direction

No source file, test, or entry point is named. Start by reproducing the behavior in Windows Terminal 1.18.230522001-preview on Windows 10.0.19045.2965, then trace tab detachment and Settings-tab handling; done means successful drags no longer show the not-allowed icon and Settings cannot be opened as duplicate detached windows.
