### Steps to reproduce
Repro steps:
1. Open the 'windows terminal' application.
2. Log in with valid credentials.
3. Open 'Windows PowerShell' tab.
4. Turn on narrator using 'Ctrl+Windows+Enter' keys & toggle to scan mode using 'Capslock+Space' key.
5. Navigate in the editor using 'Ctrl+Arrow keys'.
6. Observe the issue.
User experience:
Users who rely on screen readers will get confused here, if screen reader stays silent for the empty line while navigating via 'Ctrl+Arrow keys' in the editor.

Screen reader should narrate as 'blank' for the empty lines, while navigating in the editor via 'Ctrl+Arrow keys'.

1.Screen reader is not narrating as 'Blank' for the empty 'Name' field present for the 'Default' settings.
