Research direction
Start by reproducing the profile dropdown tooltip in Windows Terminal with the display resolution set to 1280 × 720 and text size at 200%, using Ctrl+Shift+J to expand the dropdown. Compare the tooltip at 100% and 200% zoom; done means the complete profile tooltip remains visible and is not truncated.
