Research direction

Start by reproducing the issue with Windows Terminal 1.13.10984.0 on Windows build 10.0.22000.0, using the maximize state and the show/hide action. Trace the show/hide and maximize transition, then verify that the window appears maximized without a temporary resize, terminal recalculation, or content shift.
